Sealed bids will be received at Town Hall located at 139 Main Street, Walnut Grove, Mississippi, during legal office hours until 2:00 p.m. CST, March 22, 2022, for the Walnut Grove Senior Center (CDBG 2021 PF Project) Project No. 1136-20-376-PF-01, for all labor, equipment, and materials (as specified) for new construction.

Sealed Bids may also be mailed to the Town Hall, 139 Main Street, MS 39189.

Bids will be opened and read aloud at the closing of the bid period at Town Hall Conference Room. The work generally consists of the following items:
1. Site Upgrades
2. New Construction

The above general outline of features of the work does not in any way limit the responsibility of the Contractor to perform all work and furnish all labor, equipment and materials required by the specifications and the drawings referred to therein.

Contract time shall be 270 consecutive calendar days from the effective date shown in the Notice to Proceed. Liquidated damages will be assessed in the amount of the actual costs, expenses and other losses reasonably incurred by Owner for each consecutive calendar day beyond the specified contract time.

Bidder must be qualified under Mississippi Law and show current Certificate of Responsibility issued by the Mississippi State Board of Public Contractors establishing his classification as to the value and type of construction on which he is authorized to bid. Bids shall show the Contractor’s Certificate of Responsibility Number on the Bid envelope.

Proposals must be submitted in duplicate on the form included in the Project Manual and must be accompanied by a bid guarantee of at least five percent of the bid. Bidders shall also submit a current financial statement, if requested, by the Owner. The successful bidder will be required to furnish a Payment Bond and Performance Bond in the amount of 100 percent of the contract amount. No proposals may be withdrawn after the scheduled closing time.

Awarding public contracts to non-resident bidders will be on the same basis as the non-resident bidder’s state awards contracts to Mississippi Contractors bidding under similar circumstances.

The successful bidder must comply with Section 3 of the Housing and Urban Development Act of 1968 (12 U.S.C. 1701u). CDBG regulations governing the grant require that, to the greatest extent feasible opportunities for contracting, subcontracting, training and employment arising in connection with this CDBG project will be extended to Section 3 businesses and Section 3 residents.

Minority and Woman Owned Business Enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, material and/or supply needs.

The successful bidder must comply with the Davis-Bacon Act which requires that all laborers and mechanics shall be paid at rates not less than those determined by the Department of Labor to be prevailing for the locality in which the project is located.
