BIDS TO BE SUBMITTED THROUGH CENTRAL BIDDING ONLY

The City of Madison is requesting sealed bids for the restoration and renovation of the new Madison City Hall, 2103 Main Street, Madison, Mississippi 39110 (Old High School Building). The Project consists of renovation site alternations, building envelope restoration/alterations, interior finishes and layout renovation and restoration to other areas.

All bids shall be marked “MADISON CITY HALL RESTORATION AND RENOVATION PROJECT- BID OPENING, MARCH 11, 2022” on the outside of the envelope. All bids shall be submitted to the Jackie Brown at Madison City Hall. Bids submitted in person shall be hand-delivered to 1004 Madison Avenue, Madison, Mississippi 39110. Bids may also be submitted by mail to Post Office Box 40, Madison, Mississippi 39130. All bids must be received by 9:30 am local time on Friday, March 11, 2022.

A non-mandatory pre-bid meeting will be set and the date provided by memo to all plan holders.

Bids will be opened at City Hall, 1004 Main Street, Madison, MS at 10:00 AM local time, Friday, March 11, 2022. Any bid received after 9:30 am on that date will not be opened. The Project will be awarded to the lowest and best bid. The City reserves the right to waive any informality or technicality or to reject any or all bids.

Electronic bids can be submitted at www.centralbidding.com. Official bid documents can be downloaded from Central Bidding. Electronic bids are due at the same time and date as sealed bids. The plans and specifications for the project are on file for public inspection at Madison City Hall, 1004 Madison Avenue, Madison, Mississippi and the offices of Belinda Stewart Architects, PA, 61 North Dunn Street, Eupora, Mississippi 39744. Bid documents can only be obtained through Central Bidding.

Bidders must be qualified under Mississippi state law and possess a Certificate of Responsibility issued by the Mississippi State Board of Public Contractors. Bidders shall include their Certificate of Responsibility number on the exterior of the envelope.

Per Mississippi Code Section 31-3-21(3) any bid submitted by a nonresident contractor which does not include the nonresident contractor’s current state law pertaining to such state’s treatment of nonresident contractors, shall be rejected and not considered for award. If no such law exists in the nonresident contractor’s state, then the nonresident contractor may provide a statement to that effect.

Each bidder must deposit with his proposal a Bid Bond or Certified Check in an amount equal to five

percent (5%) of the total Base Bid, payable to City of Madison as bid security; such security to be forfeited as liquidated damages, not penalty, by any bidder who fails to carry out the terms of the proposal, execute the contract and post a Performance Bond in the form and amount within the specified time. The successful bidder shall furnish a Performance Bond and a Payment Bond each in the amount of 100% of the contract amount awarded.

The Owner hereby notifies all Bidders that it will affirmatively insure that disadvantaged and woman- owned business enterprises will be afforded the full opportunity to submit bids in response to this invitation. When considering the award of any contract resulting from this invitation, the Owner will not discriminate against any bidder on the grounds of race, gender, or national origin.
